President
Domingos Fernandes was elected President of the National Council of Education on 27 May and sworn in by the President of the Assembly of the Republic on 9 June 2022.
He is a Full Professor at the Department of Political Science and Public Policy at the School of Sociology and Public Policy at ISCTE – Lisbon University Institute and he is also an integrated researcher at the Center for Research and Studies in Sociology (CIES). Throughout his academic career he has researched in areas such as mathematics teaching and learning, curricular policies, assessment theory, program evaluation and evaluation of public education policies, teaching and assessment policies and practices, and teacher training policies and processes.
He graduated in Mathematics (Educational Branch) at the University of Lisbon in 1980, completed a Master's in Mathematics Education at Boston University, in the United States, in 1985, and received a PhD in Mathematics Education at Texas A&M University, in the United States, in 1988 and obtained the Aggregation in Education (Educational Assessment) at the University of Lisbon in 2007.
He was a Mathematics teacher in primary and secondary education (1975–1984) and was a teacher and researcher at the Polytechnic Institute of Viana do Castelo (1985–1991), at the University of Aveiro (1991-2002), at the University of Lisbon (2002-2019). ) and, more recently, at ISCTE-Lisbon University Institute (2020–Present). For 17 years he was coordinator of Master's and Doctoral programs in the specialty of Assessment in Education at the University of Lisbon. He has been a visiting professor at a variety of international universities such as the Texas A&M University, in the United States, the University of São Paulo (USP), the Federal University of São Paulo (UNIFESP), the Federal University of Uberlândia (UFU) and the Federal University of Pará (UFPA), in Brazil, and the University of La Salle, in Colombia.
He has been principal investigator/scientific coordinator of several national and international research and evaluation projects financed under public, open and competitive tenders and service contracts. This is, for example, the case of the following projects: Assessment, Teaching and Learning in Higher Education in Portugal and Brazil: Realities and Perspectives, funded by the Foundation for Science and Technology (PTDC/CPE-CED/114318/2009), between 2011 and 2014; Evaluation of Secondary School Teachers Competencies in São Tomé and Príncipe, funded by Instituto Camões (2018-2019); Monitoring, Following-up and Researching in Pedagogical Assessment (MAIA Project), funded by POCH, European Social Fund and Portugal 2020 (September 2019 - March 2022); and Educational Policies and Portugal's Performance in PISA (2000-2015), funded by POCH, European Social Fund and Portugal 2020 (2017-2018).
He is the author of more than 200 publications (e.g., articles, books, book chapters, technical reports), and he presented more than 300 communications in a variety of scientific and professional meetings in Portugal and abroad. His most recent article is entitled Education, society and democracy: the legacy of John Goodlad, published in May 2022 in the journal Estudos Avançados of the Institute for Advanced Studies at the University of São Paulo (https://doi.org/10.1590/s0103-4014.2022.36105.016). His most recent book is entitled Assessing and Learning in a Culture of Pedagogical Innovation, published in April 2022 by Editora Leya. His most recent research report, which he coordinated and co-authored, is entitled Towards a Pedagogical Evaluation: Dynamics and Training Processes in the MAIA project (2020-2021) and was published online in September 2021 (https://afc.dge.mec.pt/projeto-maia-introducao).
He has been a member of a variety of editorial boards for national and international scientific journals such as: Educational Research and Evaluation; Ensaio: Avaliação e Políticas Públicas em Educação; Estudos em Avaliação Educacional; Revista Portuguesa de Educação; e Revista Brasileira de Estudos Pedagógicos.
In different periods of his professional life, Domingos Fernandes also carried out technical, scientific-pedagogical and/or political coordination functions within the scope of the Ministry of Education, having been, namely, Secretary of State for Educational Administration of the XIV Constitutional Government, Director-General for Secondary Education, member of the Board of Directors of the Institute of Employment and Professional Training (IEFP), Vice-President and Director of the Pedagogical Assessment Department of the extinct Institute of Educational Innovation and National Research Coordinator of the Third International Mathematics and Science Study hird International Mathematics and Science Study (TIMSS).
He was awarded the Outstanding Graduate Award and the Notable Graduate Award, both from Texas A&M University, USA, following the academic work carried out in the context of his PhD.
